Scoutmaster Stew

Roll meat in flour.  Fry onions, peppers and meat in oil in bottom of hot 12-inch dutch
oven until meat is browned.  Add remaining ingredients.  Add just enough water to almost
cover ingredients. Top with raw biscuits. Cook until carrots are tender.  Serves 6-8.
